Amends Vehicle and Traffic Law Section 507 to allow the Yeshiva of Staten Island to provide driver education courses at two alternate locations: the Arthur Kill Road Jewish Community Center of Staten Island and the Manor Road Jewish Community Center of Staten Island in Richmond County.

Permits minors 17 years old to obtain a Class D or Class M license upon completion of an approved driver education course, regardless of whether it is conducted at the school's main campus or approved alternate locations.

Requires classroom training to be provided by a state education department and commissioner-approved instructor, with behind-the-wheel training available through licensed drivers' schools under commissioner regulations.

Students enrolled in approved driver education courses may operate motor vehicles without a license or learner's permit while under direct supervision of an instructor, in accordance with commissioner rules.

Takes effect immediately upon enactment.
