Prohibits any individual appointed by the governor to a commission, board, council, panel, or public authority from making monetary contributions to the governor's campaign or related political committees.

Applies the contribution ban one year before appointment, throughout the term of appointment, and one year after the appointment ends.

Extends the prohibition to household members of appointees, including spouses, domestic partners, and children.

Requires appointees to identify and have the governor refund any contributions made within 12 months prior to their appointment date.

Prohibits appointees from requesting or demanding that others make contributions to the governor's campaign; civil penalties for violations range up to $10,000 or 200% of the contribution amount, whichever is greater.
