Increases civil penalty for failing to file campaign finance statements three or more times within an election cycle from $1,000 to $10,000.

Requires refund of excess contributions and imposes civil penalty equal to the excess amount plus up to $10,000 fine for unlawfully accepting contributions exceeding limitation.

Creates new civil penalty of up to $10,000 for candidates or political committees that unlawfully expend campaign funds for personal use or conduct prohibited activities.

Establishes civil penalties equal to twice the excess contribution amount plus up to $10,000 fine for establishing partnerships or limited liability companies solely to evade individual contribution limits.

Removes prior subdivision 3-a regarding penalties for independent expenditure and political action committee violations of identification requirements.
