Increases civil penalty for dog owners who negligently permit their dog to bite a person causing physical injury from $400 to $1,000.

Increases penalties for dog owners who negligently permit their dog to bite a person causing serious physical injury to a class E felony with fines up to $5,000 (previously up to $1,500).

Upgrades offense from misdemeanor to class E felony for owners of previously determined dangerous dogs who negligently permit the dog to bite a person causing serious physical injury, with fines up to $5,000 and imprisonment up to 2 years (previously 90 days).

Requires persons convicted of violations under these sections who have prior felony convictions related to violent crimes to undergo further investigation, including search of personal and real property and seizure of illegal materials.

Takes effect 60 days after becoming law.
