Defines "willful neglect" as improper or lacking maintenance resulting in substantial property deterioration in New York City.

Requires the Department of Health to notify tenants and the Department of Buildings after three or more valid complaints about health or safety violations within 120 days are not remedied.

Allows the city to commence legal action to compel property repairs upon consent of more than 50% of tenants, including restoration of removed structural, mechanical, and electrical systems.

Authorizes the city to place a lien on the property equal to repair costs and administrative fees if repairs are not completed within 90 days of judgment, with financing through New York State Housing Finance Agency bonds.

Requires property owners to reimburse the city for all repair costs plus interest, penalties, and fees, and to provide tenant relocation assistance or comparable housing at equal or lower rent if repairs necessitate vacating.
