Prohibits persons from occupying any part of a state highway in towns outside city or village boundaries for the purpose of selling or soliciting donations.

Creates an exception allowing persons 18 years or older to solicit on behalf of fire companies, voluntary ambulance services, or tax-exempt organizations under Internal Revenue Code section 501(c).

Limits the exception to state highways with speed limits not exceeding 30 miles per hour.

Allows local towns to prohibit such solicitation through local law or ordinance, regardless of state authorization.

Takes effect immediately upon enactment.
