Requires the Department of Corrections to make diligent efforts to obtain birth certificates, certifications of birth, and social security cards for inmates sentenced to one year or greater, and provide them upon release.

Mandates that correctional facilities initiate processes to correct or amend birth certificates with missing or incomplete information on an inmate's first name, in consultation with and upon consent of the inmate.

Requires the commissioner to ensure released inmates receive a department-issued photo identification card valid for at least 90 days in addition to existing discharge provisions.

Allows community supervision officers to reissue department-issued release identification cards for additional periods to ensure persons on community supervision maintain uninterrupted state-issued photo identification.

Eliminates fees charged by the Department of Health for birth certificates and certifications requested by correctional facilities or the Office of Children and Family Services for inmate or youth release purposes.
