Establishes local county registries and a central statewide registry maintained by the Division of Criminal Justice Services, publicly accessible via internet, telephone, written, and in-person access; sheriff must notify residences, schools, animal shelters, and businesses within a half-mile radius of registrant's location within 10 days.
