Establishes a parent and student training center within the City University of New York with locations in all five boroughs to support parents and guardians of NYC public school students.

Center must conduct training programs to increase parental participation in school governance structures including school leadership teams, community education councils, parent associations, and district leadership teams.

Center shall implement programs to enhance parental ability to support student education, including communication with school staff, tracking student performance, and providing information about special education, gifted programs, English Language Learner programs, and school enrollment procedures.

Prioritizes services to schools and districts with low academic achievement, high concentrations of English language learners, low-income families, or ineffective parent associations.

Requires center to operate on a non-partisan basis without advocacy or policy positions, with annual funding not to exceed $800,000 per year provided equally by the City of New York and the state.
