Establishes a seven-member Black youth suicide prevention task force to examine and improve mental health and suicide prevention services for Black New York residents aged 5-18 years.

Task force members shall be appointed by the governor (1), temporary president of the senate (1), minority leader of the senate (1), speaker of the assembly (1), minority leader of the assembly (1), and commissioner of mental health (2), with appointments made within 60 days of the act's effective date.

All appointees must have expertise in mental health, suicide prevention services, and knowledge related to the Black community, with geographic representation from across the state.

Task force shall study current mental health and suicide prevention practices for Black youths, recommend improvements to increase effectiveness statewide, and determine reasons for high suicide rates among this population.

Task force must submit a preliminary report within 13 months and a final report within 22 months of the effective date, including legislative proposals to implement recommendations; the task force expires 2 years after the effective date.
