Establishes the Elderly Crime Prevention and Control Trust Fund administered by the Division of Criminal Justice Services to fund crime prevention, detection, and enforcement programs benefiting persons age 62 and older.

Imposes a mandatory $200 administrative assessment on any person convicted of a felony where the victim is an elderly person (age 62+), with collected funds deposited into the trust fund.

Allows court clerks to retain up to 5% of collected assessments as a fee and permits local governments and agencies to apply for grants to design, expand, or implement crime prevention programs targeting elderly victims.

Requires grant recipients to submit applications with program costs, service area descriptions, measurable goals, and local endorsements; limits administrative expenses to 50% of grant awards unless matched with equal local resources (then 75% permitted).

Mandates bi-annual reporting by grant recipients and annual reports to legislative committees on applications received, approved, and denied; requires annual legislative hearings on fund use and distribution.

Act expires June 30, 2022.
