Amends election law section 8-500 to allow attorneys licensed to practice law in New York State to serve as poll watchers regardless of their county or city of residence.

Maintains existing requirement that watchers must be qualified voters of the city or county where they serve, with the new attorney exception.

Preserves prohibition on candidates for public office serving as watchers in their own election district in the same election.

Allows candidates to still visit polling places on election day while polls are open, even if they cannot serve as official watchers.

Takes effect immediately upon enactment.
