Authorizes boards of elections to accept absentee ballot applications through fax, email, and an online electronic filing system established by the state board of elections, in addition to mail and in-person delivery

Requires applications submitted electronically to be treated as original applications without requiring subsequent paper submission and to be deemed filed upon receipt by the board

Applications received electronically outside business hours are deemed received on the next business day the board is open to receive absentee ballot applications

Allows the use of electronic signatures on absentee ballot applications under the state technology law

Eliminates the requirement that military voters and special federal voters submit conforming paper copies of ballot applications after submitting them by fax, email, or electronic filing system

Takes effect January 1st following enactment
