Amends the agriculture and markets law to require the department of agriculture and markets to provide technical assistance to small-scale agricultural producers and processors interested in coordinating to aggregate, process, and transport products.

Assistance to be provided in cooperation with Cornell Cooperative Extension, the department of economic development, and other resources to help producers and processors meet the demands of food businesses and institutional buyers.

Requires the department to identify and disseminate information about federal, state, and private grant or other assistance programs available to support producer and processor coordination.

Allows the technical assistance to be included as part of existing procurement training programs authorized under the agriculture and markets law.

Takes effect on the ninetieth day after becoming law.
