Allows the board of elections to appoint poll watchers for special, town, or village elections held solely for ballot proposals, in addition to party committees and candidates.

Requires the board of elections to appoint watchers in a manner ensuring equitable representation of organizations or individuals advocating for passage or defeat of the ballot proposal or proposals.

Permits watchers to be appointed by the chairman or secretary of a political party, independent body, candidates, or the board of elections through written certificate delivered to an election district inspector.

Takes effect on the thirtieth day after becoming law, with authorization for necessary rule and regulation changes to be completed by the effective date.
