Amends New York Penal Law Section 485.05 to add "making graffiti" (Section 145.60) to the list of offenses that qualify as "specified offenses" for bias-related crimes.

Allows graffiti charges to be prosecuted as hate crimes when motivated by bias based on protected characteristics such as race, color, national origin, ancestry, gender, religion, religious practice, age, disability, or sexual orientation.

Takes effect on November 1st following the date the bill becomes law.
