Authorizes all public elementary and secondary schools in New York City to operate as Beacon schools, which function as community centers offering programs and services before and after school, evenings, and weekends.

Requires Beacon schools to address youth development programming, academic support, parent involvement, family support, and neighborhood safety through recreational programs, social services, educational enrichment, and vocational activities.

Mandates each Beacon school establish a community advisory council with volunteer representatives to guide programming in five areas: leadership development, academic enrichment, family strengthening, personal capacity building, and violence reduction.

Requires the advisory council to hold at least 12 meetings per year, conduct needs assessments, evaluate program effectiveness, and coordinate with local police and juvenile justice departments on gang and gun violence prevention.

Requires the City of New York to provide annual funding for Beacon schools, matched in equal amount by state appropriation.
