Repeals subdivisions 2, 3, 4, and 5 of section 5-106 of the election law that established voting disqualifications for individuals convicted of felonies.

Removes the felony conviction disqualification from section 5-400, eliminating the grounds for voter registration cancellation based on felony convictions.

Repeals subdivision 2 of section 5-708 of the election law and renumbers remaining subdivisions accordingly.

Takes effect immediately upon enactment, or on the same date as chapter 3 of the laws of 2019 if that law has not yet taken effect.
