Increases state assistance payments for implementation of approved agricultural and farmland protection plans from 75 percent to 85 percent of costs for county agricultural and farmland protection boards.

Increases state assistance payments for implementation of local farmland protection plans from 75 percent to 85 percent of costs for municipalities.

Allows the maximum state assistance to increase beyond 85 percent by a percentage equal to landowner contributions, capped at 87.5 percent total of eligible costs.

Maintains existing limits on planning activity payments: $50,000 per county board or $100,000 for two boards jointly; $25,000 per municipality or $50,000 for two municipalities jointly.

Act takes effect immediately and expires three years after enactment.
