Requires boards of elections to send email notification (in addition to mailed written notice) to registered voters at least five days before an election when a polling place location changes, if email notice is possible.

Mandates email notification to voters with a valid email address on file when polling places are moved for specific elections, with notice sent 10-15 days before the election.

Adds a space on voter registration applications for applicants to voluntarily provide an email address for receiving official correspondence from the state board of elections.

Takes effect 90 days after becoming law.
