Requires boards of elections to produce and distribute citywide a bilingual booklet containing a voter registration form with Haitian Creole instructions, absentee ballot application procedures in Haitian Creole, and general voter information and frequently asked questions in Haitian Creole

Requires at least one Haitian Creole-speaking interpreter at each polling location in election districts within counties where 5 percent or more of the population identifies as Haitian according to the most recent U.S. Census

Takes effect 30 days after becoming law, with regulations for implementation to be adopted before the effective date
