Requires all political committees making expenditures for political communications to disclose their identity with "Paid for by:" followed by the committee name on printed, digital, and non-printed communications.

Specifies disclosure format requirements: printed or digital communications must display text legibly, while non-printed communications like radio or automated calls must clearly speak the statement.

Exempts promotional items of nominal value (pens, bumper stickers, yard signs, buttons, shirts, bags, balloons) that limit content to candidate name, office, and brief message from disclosure requirements.

Exempts small digital media advertisements unable to contain the "paid for by" statement if they include a link to another webpage where the statement is prominently displayed.

Establishes civil penalties up to $1,000 or the cost of the communication (whichever is greater) for falsely identifying or knowingly failing to identify political committees as required, enforceable by the state board of elections.
