Modifies audit requirements for charter schools in New York City to eliminate the exclusive audit authority of the city school district comptroller.

Establishes that both the New York City comptroller and the state comptroller may conduct audits of NYC charter schools at their discretion, replacing the previous city-only audit authority.

Requires the state comptroller and NYC comptroller to coordinate the scheduling and performance of audits to avoid duplication of effort and reduce interference with school operations.

Maintains existing requirements for independent fiscal audits at least once annually and compliance with generally accepted accounting and audit standards.

Takes effect immediately upon enactment.
