Amends Public Health Law by adding section 3614-f requiring contracts with insurers for home and community based long term care services under Medicaid to include terms for pass-through of funds appropriated for minimum wage compensation under Labor Law section 652

Mandates that existing contracts with home and community based long term care providers and fiscal intermediaries be amended at least 90 days prior to any law or regulation effective date impacting wages

Prohibits insurers, including Medicaid managed care plans and Medicaid managed long term care plans, from using minimum wage funds to supplant existing Medicaid program payments

Takes effect immediately and applies to policies and contracts issued, renewed, modified, altered, or amended on or after the effective date
