Requires the commissioner of agriculture and markets, in consultation with the commissioner of environmental conservation, to develop a plan for remediating and removing waste tires used in agricultural production.

The plan must address the vector threat posed by waste tires and provide farmers with technical expertise and financial assistance.

Adds waste tire removal and remediation costs to the eligible uses of the waste management and cleanup fund under environmental conservation law.

Exempts funds expended for agricultural waste tire removal from the requirement that the department recover full amounts through litigation or cooperative agreements.

Takes effect 120 days after becoming law, with authority for implementing regulations to be completed before the effective date.
