Authorizes the office to contract with one or more statewide organizations to establish a databank of individuals interested in volunteering for aging-related programs.

Requires the office to establish guidelines for the databank covering data entry requirements, confidentiality, screening, access, and data correction procedures.

Directs the office to establish voluntary training programs for volunteers and not-for-profit organization staff on effectively using volunteers in aging services.

Authorizes the office to consult with State University of New York and City University of New York when developing training curricula.

Takes effect immediately, with the new databank and training program provisions effective on the first of April occurring at least one year after enactment.
