Amends Westchester County Administrative Code § 249.101 to remove the provision allowing the Board of Acquisition and Contract to authorize sales of buildings, improvements, and materials on park lands, eliminating the requirement to deposit proceeds with the Commissioner of Finance.

Modifies § 249.111 to restrict real property sales for park purposes to parcels under two acres that are not currently used as parks, limiting when the county can sell or convey land acquired for park purposes.

Retains the county's authority to lease park property for up to five years and the commissioner's ability to construct, reconstruct, alter, repair, or demolish structures on park lands subject to County Board approval.

Takes effect immediately upon enactment.
