Creates a city-wide council for District 75 consisting of eleven voting members and one non-voting member to advise on special education policies and services

Establishes membership of nine voting parents selected through a chancellor-developed representative process, two voting members appointed by the Public Advocate with expertise in special education, and one non-voting high school senior appointed by the chancellor's special education administrator

Grants the council authority to advise on District 75 educational policies, issue annual reports on service effectiveness with improvement recommendations, and hold at least one public monthly meeting

Requires vacancies to be filled through a chancellor-developed process with district parent consultation, except Public Advocate-appointed positions which the Public Advocate fills directly

Takes effect immediately but will expire concurrent with the expiration of Education Law Section 2590-b
