Requires the New York Department of Health to develop and distribute informational materials and posters about emergency contraception to all State University of New York (SUNY) and City University of New York (CUNY) campuses.

Materials must explain that emergency contraception is FDA-approved as safe and effective for preventing pregnancy and cannot cause abortions.

CUNY and SUNY institutions must display posters at appropriate campus locations and distribute information to students using methods determined by each college and university.

Directs the Department of Health to consult with reproductive health care providers, students, and university officials when implementing the program.

Becomes effective 120 days after enactment, with regulations authorized to be implemented immediately upon passage.
