Requires school districts in cities with at least one million inhabitants to include provisions in school bus transportation contracts for retention or preference in hiring of school bus workers.

Defines "school bus worker" as operators, mechanics, dispatchers, or attendants employed as of June 30, 2010 or later by transportation contractors or subcontractors who were subsequently furloughed or became unemployed due to contract loss or service reduction.

Mandates that contracts preserve wages, health, welfare, and retirement benefits and seniority rights for school bus workers hired under the retention or preference provisions.

Applies to contracts awarded through competitive bidding or request for proposals processes for kindergarten through grade twelve transportation services.

Specifies that all costs directly attributed to these worker retention and preference provisions shall be covered by the school district.
