Allows boards of elections to eliminate numbered stubs on ballots if they implement an alternative ballot accountability process approved by the New York State Board of Elections.

Requires the alternative accountability process to track the number of each ballot style received, maintain a running count of distributed and spoiled ballots, and permit interim reconciliation during voting.

Mandates ballot reconciliation at close of polls to verify that distributed ballots plus spoiled ballots plus unvoted ballots equals the total ballots received.

Permits multi-sheet ballots to be provided as separate unconnected sheets instead of perforated sheets, provided ballots clearly indicate the total number of sheets and each sheet is labeled with its sequence number.

Requires the State Board of Elections to promulgate regulations for ballot accountability practices, including specific requirements for ballot-on-demand printing processes.
