Amends Election Law Section 11-302 to allow board of elections employees, inspectors, poll clerks, and election coordinators to receive special ballots at any time prior to the close of polls on election day, removing the previous two-week minimum advance requirement.

Requires the board of elections to time the distribution of special ballots to afford voters sufficient time to cast them before polls close on election day.

Permits cast special ballots to be delivered to the board of elections office or any board of inspectors no later than the close of polls on election day.

Maintains existing procedures for retaining and canvassing such ballots pursuant to Section 9-209 of the election law.

Takes effect immediately upon enactment.
