Authorizes Susan Gillinder, widow of deceased New York state and local employees' retirement system member Robert C. Ritchie, to file a service retirement application on his behalf with a joint allowance full option.

Designates August 15, 2016 as Robert C. Ritchie's official retirement date, retroactively, despite his death occurring after filing for retirement but before the selected retirement date.

Requires the request for service retirement benefit to be submitted to the state comptroller within one year of the act's effective date.

Waives all pre-retirement ordinary death benefits upon filing the service retirement application, with any death benefit payments already received deducted from subsequent service retirement benefit payments.

Establishes a one-time state cost of approximately $391,000 to be paid by the state of New York, with payment estimated on March 1, 2021.
