Extends cancer-related disability presumptions to retired firefighters in cities with populations of one million or more who have been retired for five years or less, allowing them to claim benefits for enumerated cancers (lymphatic, digestive, hematological, urinary, neurological, breast, reproductive, prostate systems, and melanoma).

Presumes that qualifying cancer conditions resulted from job performance unless proven otherwise by competent evidence, making members eligible for accidental disability benefits without needing to prove causation.

Removes the June 30, 2005 sunset date on cancer presumptions and instead ties the provision to section 480 of the retirement and social security law.

Directs the New York City Fire Department Pension Fund board of trustees to take administrative action to implement the legislation.

Takes effect immediately upon enactment, with estimated per-occurrence cost of approximately $420,000 in present value of future benefits and approximately $50,000 annual increase in employer contributions for each affected member.
