Authorizes the commissioner of general services to transfer the North County Trailway property to Westchester County for one dollar.

Property consists of approximately 20.8 miles of land spanning the Towns of Mount Pleasant, New Castle, Yorktown, and Somers, as described in a December 3, 2018 lease agreement between the state and county.

Westchester County must submit an application to the office of general services within one year of the act's effective date to receive the property.

County must use and maintain the property as a pedestrian and non-motorized bicycle trailway, with title reverting to the state if this use is terminated.

Act takes effect immediately upon enactment.
