Adds section 241-c to labor law establishing definitions for modular construction, including "closed construction," "component," "manufactured building," "manufacturing facility," and "modular construction."

Requires modular construction to comply with all existing municipal licensing requirements for electrical, plumbing, and fire suppression work regardless of where manufacturing occurs, including requirements for direct and continuing supervision by licensed persons.

Prohibits municipalities from exempting modular construction from licensing requirements and mandates that all phases of modular construction be treated the same as conventional construction for licensing purposes.

Amends section 242 of labor law to establish that section 241-c supersedes existing state and local laws and rules, except requirements under executive law article 21-b, and prevents municipalities from adopting laws to reduce these restrictions.

Takes effect immediately upon enactment.
