Amends the Agriculture and Markets Law to add "agricultural custom operator" as a type of farm operation, defining it as an operator whose facilities are located in an agricultural district or whose services are hired by a farm operation within an agricultural district.

Specifies that agricultural custom operators' functions include planting or harvesting crops, spreading manure, and applying pesticides or fertilizers, with the list being non-exclusive.

Expands the commissioner's duty to render opinions on whether farm operations would be unreasonably restricted by proposed local land use regulations to include requests from agricultural custom operators, in addition to municipalities and farm owners or operators.

Takes effect immediately upon enactment.
