Amends Election Law Section 6-164 to grant committees the capacity to bring legal proceedings under election law as if the committee were a candidate named on a petition.

Requires all notices related to opportunity-to-ballot petitions to be served on the members of the committee named in the petition.

Applies to primary elections where enrolled party members petition for an opportunity to write in candidate names when no candidate is initially designated.

Takes effect on December 15 following the date the bill becomes law.
