Adds a new definition of "brewery supply store" to the alcoholic beverage control law, defining it as any place where ingredients and equipment to make beer, wine, and cider at home are sold.

Permits brewery supply stores to be located on the same premises as a brewery.

Allows brewery supply stores to obtain licenses to sell beer for off-premises consumption, adding them to the list of eligible premises alongside grocery stores, drug stores, and duly licensed supply ships operating in Lake Erie harbors.

Takes effect on the thirtieth day after becoming law.
