Adds the county extension service association in Orange County to the list of organizations eligible to receive state reimbursement for agricultural fair and exposition premiums.

Exempts the Orange County extension service association from the restriction that county extension service associations cannot receive reimbursement in counties where agricultural corporations or the American institute have held fairs within the past two years.

Includes the Orange County extension service association in the distribution of remaining appropriations and maximum reimbursement limits ($12,000) alongside other eligible agricultural organizations.

Requires the Orange County extension service association to meet the same eligibility requirements as other county extension associations: holding an annual fair or exposition, paying at least $500 in actual premiums, and filing annual reports by December 15.

Takes effect immediately upon enactment.
