Establishes a State Commercial Fishing Advocate position within the Department of Agriculture and Markets to represent and advise on the commercial fishing industry's interests.

Creates a Commercial Fishing Economic Development Program administered by the advocate to promote marine resources development, public awareness, industry diversification, financing mechanisms, and consumer awareness of New York's commercial fishing industry.

Grants the advocate authority to identify commercial fishing issues, advise on alternative vessel uses (such as tourism), develop marketing and business strategies, recommend legislation, and review regulatory barriers affecting the industry.

Requires the advocate to submit annual reports to the governor, department, and legislature beginning July 1, 2021, with reports made publicly available at no cost.

Authorizes the advocate to request assistance from other state agencies and enter into cooperative agreements to carry out program functions; takes effect April 1 following enactment.
