Defines "community distributed generation facility" as a photovoltaic system with rated capacity not exceeding 5 megawatts of alternating current connected to an electric corporation's transmission and distribution facilities.

Requires at least 60 percent of the facility's production to be allocated to participating customers in increments of 25 kilowatts or less, with bill credits distributed proportionally based on customer interest size.

Directs the Public Service Commission to order electric corporations to file a model tariff within 90 days enabling transfer of bill credits from facilities in one electric corporation territory to subscriber accounts in other territories.

Requires the Public Service Commission to approve final tariffs enabling such inter-territory transfers within 270 days of the effective date, including settlement systems and processes to effectuate transfers cost-effectively.

Takes effect immediately upon enactment.
