Creates a temporary "office of mental health housing program evaluation commission" to evaluate supportive housing programs under the Office of Mental Health, including scattered site supportive housing, licensed community residences, and licensed treatment apartments.

Requires the commission to analyze occupancy levels, funding levels by county over the past five years, and determine the impact of funding changes on program quality and adequacy.

Directs the commission to review client acuity, needs, and current staffing models by program and county to assess whether additional or differently credentialed staff are needed.

Establishes a nine-member commission appointed by legislative leaders and the governor, with at least one governor-appointed member serving as chair; includes resident advocates, family members, providers, and licensed health professionals.

Commission must submit findings and legislative recommendations to the governor and legislature by October 1, 2020.
