Establishes minimum operational hours during normal business hours for the economically sustainable transportation demonstration program serving seniors.

Removes the requirement that the program become completely self-sustaining after five years, instead allowing providers to receive public funding for up to five years before achieving sustainability.

Requires eligible entities to provide recommendations to the director on automobile and liability insurance requirements, rules and regulations, and consultation with relevant state agencies including the Department of Motor Vehicles and Department of Financial Services.

Limits the pilot program to up to five counties with populations not exceeding 750,000 persons (based on 2010 census) or collaborative projects of two contiguous counties with populations not exceeding 400,000 persons each, with minimum grants of $55,000 per provider.

Requires providers to submit reports within one year of implementation documenting participation rates, implementation obstacles, sustainability measures, and expansion proposals.
