Repeals paragraph (h) of section 7-114 of the election law regarding primary election ballot forms.

Repeals paragraph (c) of section 7-114 as amended by the 2019 voter friendly ballot act (S. 2300-A and A. 2682-A).

Removes the requirement for "color" in ballot design by striking that word from section 16-104 of the election law.

Delays the effective date of the voter friendly ballot act from immediately to July 1, 2020 for ballot applications.

Sections 1 and 3 take effect January 1, 2020; section 2 takes effect on the same date as the voter friendly ballot act.
