Requires the Secretary to produce an annual report by March 15th beginning in 2021 to the Governor, legislative leadership, and energy committee chairs on the status of energy efficiency performance standards for appliances and equipment.

Report must indicate for each product whether performance standards have been adopted, proposed, or determined to be preempted by federal standards, and explain reasons when no standards have been proposed.

Beginning in 2022, the report must include estimated potential annual energy use reductions and utility bill savings from adopted standards for 2025 and 2035, plus cumulative reductions through 2035.

Reports must be updated annually and posted on the websites of the authority and Department of State by March 15th.

Legislation expires and is repealed on December 31, 2030.
