Prohibits persons, organizations, and business entities that submit applications for state permits or licenses from making contributions to relevant officeholders, candidates, or their political committees during a restricted contribution period.

Restricted period commences when an applicant registers as a lobbyist, engages in lobbying activities, or submits a permit or license application to the responsible state governmental entity.

Restricted period ends six months after permit or license issuance (if approved) or upon notification of denial; period recommences if applicant reapplies for the same permit or license within five years of a denial.

Requires state governmental entities to provide applicants with written notice of the contribution prohibition and the commencement date of the restricted period in application materials.

Imposes civil penalties of up to $10,000 or 200 percent of the contribution amount on violators; recipients of prohibited contributions must refund them.
