Establishes a statewide blue alert system within the division to identify, locate, and apprehend individuals suspected of killing or seriously wounding local, state, or federal law enforcement officers.

Defines "law enforcement officer" as any public servant with power and duty to make arrests under New York or federal law, and federal officers authorized to carry firearms and make arrests.

Requires the division to develop regional systems in coordination with local law enforcement agencies and commercial television and radio broadcasters, with participation entirely optional for local agencies and broadcasters.

Authorizes the division to notify other regions upon verification that criteria established by an oversight committee has been met, and grants authority to promulgate rules and regulations for system implementation.

Establishes that knowingly making a false report triggering a blue alert is a class A misdemeanor; directs division to eventually expand system for homeland security, criminal acts, health emergencies, and other public dangers.
