Authorizes the Commissioner of General Services to transfer 3.23 acres of state land located at 328 Willow Grove Road in Haverstraw, Rockland County to Rockland Recovery Homes, Inc. for one dollar consideration.

Land was previously declared abandoned by the Office for People with Developmental Disabilities and is part of the former Letchworth Village property.

Rockland Recovery Homes, Inc. must submit a formal application with board resolution within one year of the act's effective date to accept the transfer and acknowledge use restrictions.

Property must be used solely by Rockland Recovery Homes, Inc. to utilize and improve structures on the land, with title reverting to New York State upon termination of such use.

Act takes effect immediately upon enactment.
