Establishes a 17-member New York Task Force on Automated Vehicle Technology to study how autonomous vehicles will impact the state's roadways, economy, education system, and society.

Task force membership includes appointments by the governor (5 members including DMV and DOT commissioners as chair and vice-chair), legislature (6 members), SUNY chancellor (1 member), private university commission (1 member), automobile manufacturers (2 members), AFL-CIO (1 member), and business council (1 member).

Task force shall study safe testing and deployment of autonomous vehicles, including necessary legislative changes, liability mechanisms, research promotion, law enforcement needs, and required infrastructure changes.

Requires task force to hold five public hearings around the state and submit findings and recommendations to the governor and legislature by April 1, 2021.

Act takes effect immediately and expires 2 years after enactment.
